Police Check - Mexico

I'm getting things prepared for my 309/100 partner visa application (soon).

As I've spend years in each of the USA, Mexico, and Canada in the past ten years I'd like to the police checks for those done now rather than wating until asked and finding there's a delay.

On the DHA website (I'm not allowed to post a link to it, as a new user) it mentions a federal police check for Mexico. This seems to require a physical visit to Mexico City (a long way away) - if anybody knows of a reliable way to get it done by mail, I'd love to know.

So I looked at the (Mexican) state level police check, the Constancias de Antecedentes Penales, which in Baja California seems a very simple process (that state is where I've spend all my time when in Mexico, as a foreign resident).

Has anybody used a state-level police check for Mexico, or are only the federal checks accepted? If only federal, what's the bext way to avoid a trip to Mexico city?
