Hi,

I graduated from an Australian university in November 2014 with a degree in Civil and Environmental Engineering and have for the last month worked as a transport engineer/highway engineer in my home country.

I want to apply for the 189 Visa as a Transport Engineer, but I am confused about the SkillSelect Points Test. Since I just graduated, I only have 1 month of work experience, but I still get a score of 65 (Age, English, Education). Can I still apply, or are the 3 years of overseas work experience mandatory?

You don't need any work experience as far as claiming points is concerned, so if you have enough points from the other sections that's fine. However you need to receive a positive skills assessment so you need to check with the skills assessor (Engineers Australia for your occupation) if they need any work experience on top of your education in order to be considered qualified).

No, there is no requirement for any work experience either in Australia or outside Australia to be able to apply for PR.

The concern I have for you is that you have a Civil and Environmental Engineering Qualification, but want to apply as a Transport Engineer. It would be best to apply for the occupation that is most closely related to your degree, as you skills will be assessed by Engineers Australia based on your Australian qualifications. You will be able to chose whatever job you want to do once you arrive in Australia..
