As things are currently, your only option may be the TSS with no further pathway to PR. Keep in mind that the cut-off age was 45 originally, then increased to 50 and is now back at 45, so you never know if it will change again.If you are cashed up, there may be some options under business visas. Some of them have a higher age limit (55).

I understand that the Northern Territory now plays under some different rules as far as "skilled" migration with a path to Permanent Residency than the rest of Australia.

I do not know these new rules/requirements, but certain they exist.
I have looked into it, but not entirely clear about the pathways to PR. Under the NT DAMA, you need to find an employer who has been endorsed by the NT government and has a Labour Agreement in place that includes your occupation. Initial nomination is for one year only.
