Will the SkillSelect system send out an email to applicant when an invitation is issued to tell this message immediately?

Yes they will.. Your SkillSelect page will also change. Before the invitation was issued, under actions, there would be 'change EOI' or something along those lines, but after you get an invitation it will change to an 'apply visa' button.
