Is there a Visa That I am able to sponsor my wife's nephew to come and live with us permanently in Australia.
He is from Vietnam and is 13 year old
I am Australian citizen by birth and my wife is of course Vietnamese.

If there a visa what is the approximate wait once the visa is lodged.

Unfortunately there isn’t, unless you are thinking about formal adoption, which is not for the faint-hearted.

There is no Visa that you could get just because you want to bring him to Australia.
If he is an orphan and solely dependent on your support, it might be a possibility. Or you could sponsor him student, however the fees may be very expensive and there is no guarantee of getting a permanent visa once he finishes.
Maybe one of the Registered Migration Agents on this forum may be able to think of another option.

If you or your wife, or both, undertake a 'local adoption' in Vietnam, you would have to be:

Outside Australia for at least 12 months immediately before applying
Not have left Australia to circumvent the usual adoption regulations

I have no knowledge about local adoptions in Vietnam, or whether they are even possible, however I have succeed in three such local adoptions in another jurisdiction.
