Statutory declaration by Australian citizen residing overseas - format? (Partner Visa

I remember reading somewhere that Form 888 has to be completed on Australian soil - so, if the Australian citizen doing it is currently overseas, they would have to get it done at an embassy for it to be valid. But reading through the start of the form, it mentions several validity instructions but nothing about this.

Is this a myth? Can an Australian citizen sign this and have it witnessed by someone of a suitable profession anywhere in the world, and have it be a real statutory declaration? Or is it to do with the witness being Australian? (Obviously an embassy employee IS recognised by the Australian system, whereas perhaps a British doctor doesn't count as a "doctor" because they have not been licensed by an Australian body?)

Whatever the truth is, what format should I get an Australian citizen based in the UK (who can't easily visit the embassy) to use for maximum effect? (Even if we can't use Form 888 we would still like their statement.)

Also interested in the best possible format for a statement from a British citizen based in the UK. (This would be in addition to our Form 888s but they would make a great witness.) Does anyone know if the Commonwealth Statutory Declaration can be made properly overseas, or would it be better to try and get whatever the British version of this is done instead, in the case of the British citizen? (Or indeed the Australian if Form 888 is no good over there!)
