It's the second stage of an offshore partner visa application, it's permanent residency.

Which visa are you on at present?

Edit - Yes, Australian citizens a d permanent residents can work and live in New Zealand.

If you are currently on a sc. 100 visa, then you are an Australian permanent resident and the Kiwis sould receive you with open arms. Last time I checked Australian PR can live and work in NZ. If in doubt, contact the NZHC in Australia.
