I am currently in aus on a student Visa, and have been living with my Australian partner for over 12months. I want to apply for a visa, would the temp partner visa be the best one? How much does it cost? What if you can't afford the costs? How long does it take? Is there a transitioning visa from student visa to partner visa ?

Any advice would be greatly appreciated

Partner visa (subclasses 820 and 801)

Fees and charges for visas

You won't be able to apply if you can't afford.

It generally takes 12 - 15 months.

You will be granted a bridging visa A upon application of a partner visa. But it will only activated after your student visa expired naturally. If you cancel your student visa, you will lose your bridging visa A too.

Whether it is the best visa for you will depends on your circumstances. Please consider a consultation with a migration agent to elaborate your options.
