A friend of a friend wants to come to Australia for a holiday. They have a 15 month suspended sentence for theft, I think this was in the last 2-3 years.

With my little knowledge from lodging our own pmv visa am I correct in telling them that they will not get a visa due to the failure of the character test?

Or is this test just for longer more permanent visas?
