My mother is a 57 years old widow who doesn't work or have any assets in her name. She is willing to apply for a tourist visa (subclass 600). However I was wondering what would be a guaranteed option for her to get a longer stay visa? Should I get her an invitation from friends residing currently in australia or provide my work certification and bank pay slips with a good amount of money in the account and a paper from the bank that verifies that I will sponsor her trip with a hotel and flight reservations for 3 weeks for example, knowing that the intention is to get a minimum of 3 months visa.

Note that i will be applying for PR (subclass 189) simultaneously.

To strengthen her application you need to provide evidence that she has a good reason to return home after her holiday. If she gets her visitor visa, she may be able to extend it in Australia, if there is no "no further stay" condition on the visa.
