The whole process PMV - 820 - 801 is around the 4 - 5 year mark (length of relationship plays a factor to length of grant time here). Longer if you include citizenship.

PMV only is less if he's been waiting 18 months I'd be inclined to complain as 90% of applications are finalised within 16 months.

It seems a bit odd.

I don't follow the USA thread closely but I thought they were around 9 months processing time.

18 months seems a long time though for the USA. Have they spent longer than 12 months in a high risk country?

Our PMV would have been granted around 9 months, but we then switched to a 309 which took it to 12 months. But around 9 to 12 months seems to be average atm.

It is never a good idea to take advice from a immi employee, but if a PMV application has not been processed after 18 months - it will be time to be asking why.

The 4 year statement is indeed very strange Chicken, but as above it is about the time line from a PMV application to a PR grant.
