Visa 190 with job offer

I'm being offered a remote (work from home) software engineering job in AU & employer is allowing me to work from anywhere in AU.

I quickly read job offer can be used in 2 states
1. Victoria (direct application)
2. Tasmania (job offer route)

However, Victoria seems to take 12 weeks & Tasmania only 20days but they do require employer with presence in Tasmania. This employer is a US company without any physical office in Australia, and have only a handful of employees scattered over AU.

Anyone can shed some light/advice pls ? On what's the best approach to secure a visa quickly ?
