So I just got invited to become Australian PR (class 189).
My visa application is complete and I'm ready to submit.

However, do I need to wait for the health check report and police report before I can submit my application?
Or those documents can come later?

Definitly wait until requested for the medical. IMMI will tell you who/when/where. PCC's, id probably wait agin until requested, especially when they are only valid for 90 days these days.
