If an Employer is interested to hire overseas worker, I still need to have skills assessed within ENSOL and finish IELTS, right? Is there anything else needed?
How long the visa process normally takes if the Employer is ready to handle it and all the documents are in hand?

Yes, you need to have an occupation on the ENSOL and have your qualifications assessed by the assessing authority, have vocational english as well as health and character checks.
Details via Employer Nomination Scheme (Subclass 121/856)
Client Service Charter gives an idea of processing time but does not include getting your qualifications assessed, that being independent of Immi.
