Hi, I'm posting on behalf of my girlfriend who is in Brazil.

She has been in Australia for 2 years on a few extended Student visas and I think one tourist visa. Then returned to Brazil for a few months and applied to come back to Australia to study more. The visa was refused, the reasons in a nutshell were-
- Concerned that she will get short student visas to stay and work in Australia for a long time as was done on last visit - not going by normal migration routes.
- Not many family or work ties in Brazil to provide incentive to return.
- IELTS (the course she was going to do) was a step back academically for her.

Also, it isn't stated in the refusal but perhaps has an impact - she is 41 years old.
And there is no option to review the decision.

Because our relationship is less than 12 months and we have very little evidence to support it in an application we probably can't apply for a de-facto visa - so were looking into the possability of her applying for a Diploma at TAFE and trying to get a longer visa (2 years)

What do you think, will this help? Any other suggestions?

Any visa applications will be considered against the merit of the application including the applicants eligibility.
With the history to date it would seem that there will always be the past actions viewed in determining the merit of application.
