So they finally released a supporting document for all peoples or just canadians for the amendment they made ages ago?

I remember reading about this when my wife and I started planning to come here. I'm glad we didn't wait it out and go with the WHV - 820/801. But this is good news for other Canadians (and other reciprocating countries) who want to come here.
