Unfortunately there is no working holiday visa arrangement with the Philippines, see here it's not on the list:
Visa Options - Working Holiday - Visas & Immigration

She would have to apply for a tourist visa. Tourist visas can last up to 12 months, she could apply for the subclass 676: Tourist Visa (Subclass 676)

oh okay, so basically she wouldn't be able to work there,

btw my last question

im an american born citizen, with american passport, but also a canadian citizen (i have the canadian citizen certificate i.d thing)
i can still apply for the work and holiday visa as a canadian citizen? but it asks information about my passport which is american.

Oh, I just assumed that you also had a Canadian passport as well. In that case you will have to apply for the visa as an American citizen because the visa is assigned electronically to your passport.
