You aren't entitled to Medicare on a 461 unless you are from a country which has a reciprocal agreement such as the UK.

This is on the IMMI website under 461

Health insurance

You are responsible for all your health costs while you are in Australia. You will not be covered by Australia's national health scheme (Medicare) unless your country has a reciprocal health care agreement with Australia.

You might have to hold private health insurance with an Australian fund for the duration of your visa. Your case officer will advise you if you must do this.

New Zealand Citizen Family Relationship (Temporary) visa (subclass 461)

it is saying abt NZ residents who r in australia.
If you were a New Zealand resident before arriving in Australia, you’re covered under the Reciprocal Health Care Agreement between Australia and New Zealand. This covers any essential medical treatment in a public hospital, either as a public in-patient or out-patient.
