Where to be on allocation

Just to check if I have read this right if granted a 309 partner visa you have to be out of Australia for it to be granted but if it's the 100 you can be in Australia already eg on a holiday visa?

For sc. 100 you can be onshore or offshore, but the sc. 309 must have been granted first.
