Statutory Declaration for ACS assessment?

Hello there:

I am preparing documents for skill assessment by ACS. One of my employers got acquired by another company and they do not seem to have kept the records of my employment with them. So, they are unable to provide a employment letter as per ACS's requirement.

After browsing the posts on statutory declaration, I learned that I have to provide a statutory declaration to justify why I am submitting references NOT on company letterhead. With that statutory declaration, the ACS website says that I can provide reference letters from my manager or peer.

My question is: if my peers from the old company provide reference letters, do THEY have to do them in the form of a statutory declaration as well? That is, do they have to get them signed by a notary? -- Which means that other than the statutory declaration that I do to justify not providing proper employment/experience letter, each manager/peer who writes a reference letter also has to do the letter in form of a statutory declaration -- true?

Please advise.
