Subclass 190 or 189 or 489

I'm turning 28 in this year november. I'm from Myanmar. I'v been working in SG for 5 years as system analyst. I want to try applying PR to aussie. I have one cousin in Perth.

According to immigration site, I found out this :

Occupation ceiling for ICT Business and Systems Analysts (ANZSCO 2611) has been reached and no further invitations will be issued for this occupation for the Skilled Independent (subclass 189) and Skilled Regional provisional (subclass 489) until the next financial year.

Since I cannot apply PR though this both classes, i wonder if i can still apply through subclass 190.

I need to submit EOI first and I will have to decide later?

Yes you can, but you will have to submit an EOI. Read the migrating website from the appropriate State in see whether you can apply for State Sponsorship before lodging you EOI, or whether lodge your EOI and wait for the State to contact you once they see your EOI on line.
