HECS/PELS and Partner/spouse visa

Hello,
I am Aus.Citizen,I took PELS(now it is called as HECS) in the year 2003-2005 to do MBA.As i did my MBA so amount is also not small.Just after completing that , i was overseas working and this year only i started some voluntary payments each month.I am getting payment receipts also.
I got few questions before i apply for my Partner/Spouse visa -

1. As i read in different threads i too is facing a question the form - "do you have any outstanding Government debt", so what should i mention.
I am not clear about this question.

If anyone can please suggest,it will be of great help.

Yeah it's a tricky question. I had trouble with that one too. I think I put "no" because it's not an outstanding debt, if you know what I mean. Not 100% sure though, it has been many months since I filled out the form and I can't recall properly. Sorry.

Also, don't know if it has a different name in different states but it has changed from HECS to HELP (higher education loan programme).
