Interview and PMV

I want to visit my partner in Australia, but I am worried that I have to come back to Europe for the interview.
How common is it to have an interview for a PMV if you are from a low risk country?
Can I do the interview on phone or in Australia?

It is extremely rare for someone from a low risk country to have an interview. Usually if they can't interview you face to face they will interview via a phone call.
