Tourist visa for onshore applicant currently offshore

Hi, is there any onshore applicant who is currently offshore, got their file assessed by case officer and then issued with "Request to return Australia" notifiaction and then applied & granted a tourist visa to reenter the australia?? Please share your views if you have been through this or know someone in such situation.This is very unusual and would help people in such complax situation.
