Unhappy Required documents 175 GSM visa

Hi
We have submitted our skilled independent visa application and I am in the process of uploading certified documents. After the 28 day time period from the date of the application does the website not allow you to upload anymore documents? Also if the case officer is not satisfied with the evidence provided will they ask for further evidence or will they make the decision based on the evidence provided firstly? Thank You Greatly
