You only have to sign if both of you are present with the celebrant and even then you don't get an original copy. However, both persons do not need to be present to arrange a NOIM one of the parties is sufficient providing all documents are shown. The celebrant will give you a copy of NOIM along with a letter explaining the date of marriage, a fee has been payed and that the marriage date is flexible and all that sort of stuff.
All of this should be explained to you by the celebrant.
