Yes! Technically, everyone in your life can write a statement to add to your file (although I do believe you need at least 2 stat decs from Australian citizens) - in fact the more people the better, just make sure that you make it as official and bullet-proof as possible; certified if possible, with (possibly certified) copies of ID, make sure immigration has as little reason as possible to doubt the people writing them (as they are probably less able to check if they are not Australian citizens).

By other states you meant other countries? Because other Australian states are obviously fine too

A WA JP can certify their statements you don't have to use a NSW JP for that

It does not have to be certified by JP only, check the below

"In Australia, statutory declarations must be witnessed by a
person prescribed by the Statutory Declarations Act 1959 and
Regulations. Any attachments to the Declaration must be
certified by a prescribed person. Prescribed persons include
those who are a:
• Justice of the Peace;
• medical practitioner;
• legal practitioner;
• civil marriage celebrant or registered minister of religion;
• dentist;
• nurse;
• optometrist;
• pharmacist;
• physiotherapist;
• full-time teacher;
• bank manager or bank officer with 5 or more continuous
years of service;
• postal manager or permanent employee of the Australian
Postal Commission with 5 or more continuous years of
service;
• police officer; or
• public servant with 5 or more continuous years of service."
