Difference between BE and B-Tech in SOL

I am looking out for Australian immigration under skilled independent VISA.
My qualification is B.Tech in Electrical and Electronics Engineering.
In one of my evaluations through an immigration consultant, I was told that I will have to apply as an Engineering Technologist (ANZSCO 233914) in SOL and not as an Electrical Engineer (ANZSCO 233311) because I hold a B.Tech degree and only engineers with BE will come under the category of electrical engineers.
I have worked as an electrical engineer for last 7 years and would like to immigrate under the occupation list of electrical engineer. Also in my country (India), BE and B.Tech are interchangeably used and there is no difference between the courses.
Please help me regarding the same.
