Need Information Regarding Tourist Visa 676 and Condition 8503

Hi there,

Wanted some information from this forum (which seems to be a goldmine) regarding tourist visa 676 when it IS NOT issued with the 8503 (no further stay) condition.
The best information that I have gotten from DIAC is that so long as this condition is not there then the visa holder could potentially apply for any further visas. Be it spousal, student etc - I have heard this a number of times, from a number of different people but wondered if it was really possible.

Is this correct?

I have been living abroad with my husband but we intend to visit Australia to scope out whether or not we would prefer to settle in Australia and though he is currently employed and can substantiate a return home (ie family hotel, letter from employer) I was wondering if he did like it would there be any scope for an onshore visa application.
In that case - which visa would we be looking at?
Would it be the 309 or the 820??
