Pmv or Partner Visa

Does the Partner Marriage Visa have quicker processing times than a prospective marriage visa??

Has anyone had any experience of applying for a partner visa from Colombia?

My girlfriend and I have known each other for 2 years but have only lived together for 1 month. I'm going over to visit her in Colombia. Would it be easier and quicker for visa to get married over there or apply for a pmv? To get married overseas do you need a certificate from aus gov to say your single or something?
