TR/PR after masters in Dental public health/health management

i have done my bachelors in dental surgery from pakistan and now planning for masters program from Australia.To work there as a dentist i need to clear ADC exam but unfortunately i am unable to do that as i cant afford and i am scared if i fail in first attmpt then i wont be able to arrange money for second attempt(so cant take risk).
i m planning to do masters in either three of this

dental public health or
public health or
health management

As they are reasonable for me in terms of expenses(and are non clinical and does not rquire ADC) but m confused that dental public health,public health or even health management is not included in SOL so would i be able to get TR after completing my masters?and then later on will i be eligble for PR?

some people say that TR has got nothing to do with SOL i can get TR after completing my masters in any of these fields no matter if the profession is on sol or not. but some people say that you may only get TR when ur masters is in those field that are in SOL

i m much confused i dont know what to believe...i want to do my masters from aus and want PR as well
kindly kindly help me and resolve my issue m very much worried
