For those that are interested, law, regulations and policy are contained, essentially, in 3 separate areas:

Law & Regulations:
Migration Act 1958
Migration Regulations 1994

DIAC Policy Guidelines (used by their own personnel):
Procedures Advice Manual 3 (PAM3)

The PAM3 is probably the most interesting of the 3, although Policy does not trump law (Regs/Act). But Policy can be very enlightening as it explains how DIAC applies the law/regs (at least, in theory). The Act and Regs are located at however the PAM3 is available only through certain Australian libraries, and if you purchase a description to LEGENDcom, which has the Act, Regs and PAM3 in a searchable database.
Yes the policy seems to be where the case officers can take their own approach on the day..... I can't believe just how variable the process is, combined with the lack of feedback from immigration themselves it leaves us all guessing as to what the actual process they are going to apply is going to actually be. That is why I like this forum as it does give some realistic insight to the process as it is applied. We really appreciate having your expertise here Mark as most of us are giving it our best guess at the best of times.
