Allocation dates for General Skilled Migration

Hi friends

I am confused about the Allocation dates for General Skilled Migration. As per website (https://www.border.gov.au/Trav/Work/...n-applications), the 189 Skilled Independent Visa Subclass is in Priority group 4 and the date mentioned there is 22 January 2016.

Can someone explain to me what Priority Group 4 is and what does that date mean?
