189 visa EOI

In the EOI, they ask to submit the highest qualification. So, suppose I have a PhD unrelated to the nominated occupation. And suppose I have a BSc and MSc related to the nominated occupation. So, should I just submit the PhD details as well or just submit only the related qualification to the nominated occupation. As if I submit the PhD (which is not relevant to the nom. occup.) the EOI points may increase, I'm worried as it may comes under misleading points claim. I don't have to claim more points as I'm already having more than enough points to submit. But, they haven't stated that I should only submit qualifications related to nominated occupation. What should I submit?

A qualification in any discipline assessed as comparable to an Australian first degree (or higher) would attract 15 points.

You didn't get what I'm asking.

my question in a nutshell:
should I submit the highest qualification or only the assessed qualification to the EOI? as they are asking the "highest qualification" not the "assessed qualification"

I do not know the level at which any of your your academic qualifications might be assessed cf. an Australian qualification. This depends mostly on the status of the conferring institution/s. If you undertake a Google search for 'Country Education Profiles', which is a subscription service, you should be able to find out.
