Sure the visa is valid, but if you break the conditions visa get cancelled. What do you think is going to happen once your visa is voided?

The solution is withdraw the current visa then apply again for the SPECIFIC state you want to live in.

1. After arrival in Australia where should a person should report for informing the concern authority (such as- is to DIBP office or others.. I don't know).

2. Can you tell me abut the job market in Darwin (Community Worker)? Should a new migrant person should achieve Australian Degree or short course to get Community Worker job quickly.

3. How I can get a temporary job with in short time?

4. Is his spouse has right to work there (who is coming with him)

1) I am not sure but I assume you Inform DIBP of you new Address in "Darwin" as an update to contact information??

2) As new migrant I assume this visa will give you "free" Adult English course at the University - it is very good and your partner too I think can also do it. It is week days 9 am - 1-30 pm for a 600 hrs. Also I think only in Darwin (Northern Territory) there is a free theory driving course and a subsidised practical lessons and test (better than 1/2 price). Once settled in Darwin here is work in your field and other areas it might take a bit to get a very nice job, but that is the same any place in the World.

3) There are lots of short term jobs but many will require working hours other than 9am to 5 pm and weekend work (often this is at higher pay anyway. he minimum pay here is very close to $20 per hour so on a Sunday you get $40 per hour).

4) Yes partner has work rights as per (3 above) or can maybe do own wor like ironing at home or do cleaning of houses (both of these actually pay very good money).

But do not be fooled Darwin is very expensive to live, but if you live light in 2 years with both working you can save a lot.
