Registering Relationship in Victoria...

Hello there,

A close Friend of mine who is an Australian citizen and her partner his an British Citizen, met in Dec 2014, moved in together in London in the April 2015, unfortunately her WHV (For UK) ran out in the September 2015 so she came home, her partner came out to be with her in May 2016 on a WHV , now there in the process to gather all information and evidence so they can lodge there 820 towards the end of the year, they live in Victoria and registering a relationship says they have to be together living in Victoria for 12 months!! His only just got here, what happens now? what should they do? does this mean he has to do his farm work?

Help please Thankyou ....
