Balance of family test - australia.

Hi there,
I am wanting to bring my parents from India to Australia on temporary visa. We are three siblings (myself and two older sisters)

1. Myself Australian citizen, living here for 10 years as citizen.
2. One sister lives with me. She is on student visa and have been living in Australia for 4 years.
3. One sister lives in the US.

Does my parents pass the "balance of family test"?

No, they don't as your sister is not a permanent resident.
