Yes that timeline is still very valid. In fact everytime I send DIAC an email, I get an auto-response reply that has a list of FAQs, one of them about processing timelines and this is exactly what it says:

How long will it take to process my application?

The current average processing time for subclass 820 partner visa applications is around 13 months from lodgement. For more information on processing times and priorities, please refer to the information at the following link:

Processing Times and Priorities for the Onshore Partner Program - Visas & Immigration

To ensure that your application is processed as quickly as possible, only lodge the application when it is complete. Please undertake health and character checks, and supply us with Form 80. If you have lodged your application but have not yet undertaken health and character checks or completed a Form 80 you should now do so and post the documents to the postal address provided on your acknowledgement letter.

We were advised 9-12 months but then you read on here others getting their visa in as little as a few weeks to just a few months[ which i'm happy for them] & others waiting more than 2 years.
Just depends on workload & complexity & which office you applied to i guess.
Patience is a virtue but by god it's wearing thin !!

Unfortunately I'm in the city with the slowwwest processing office! Perth/Syd/Mel have been really quick but Brisbane is crawling at a snail's pace.

Oh wow, I had no idea 820 had an expected waiting time of 13 months! Again - at least we'll be able to be together... we just talked about it and my partner was like: break out the popcorn then it won't be easy but we're just gonna expect at least 13 months to be safe.

This timeframe we are discussing is only for ONSHORE. Sounds like you might have applied OFFSHORE. Is that right?

EDIT - just looked at your banner and saw you are ONSHORE sorry I should have checked. Gee you were very misinformed with the timeframes.
