Can we apply for BVB before BVA kicks in?

Hi I'm Ivy! New here. Lodged 820/801 partner visa onshore on 26 July 2016. Medicals done.

First question to the group - is it possible to apply for BVB while BVA is not yet in effect? My BVA takes effect on 12 Sept 2016 (when visitor visa expires), I need to travel overseas on 15 Sept 2016. Any inputs/advice appreciated!

Also -- can we see result of our medical assessment? My results already forwarded to Immi but wondering if we can actually know the results?
