Is there a specific length you have to prove in order to be eligable to apply for perminant?
I was hoping to submit a complete application with my medical and criminal check included with a cover letter stating its a decision ready application with hopes to apply for perminant status.... Does that sound like I'm dreaming and is to far fetch or worth submitting?
To get a PR you need three years living together or two years living together if you have a child. Sometimes even if you haven't lived together consistently but have been in a proven relationship for over three years and have a good excuse for your separation periods, plus they are feeling generous they will sometimes grant a PR anyway.
All partner visa applications are combined applications for the temporary and permanent visas - it is impossible to make an initial application only for the permanent part. As Kittykat said, it is possible to request the permanent visa be issued straight away and to point out that you meet the requirements of a long-term partner relationship, but beyond that it's DIAC's choice and there is no requirement that they issue the permanent visa even if you meet the requirements - it's a discretionary choice they make. So no difference in the application package, etc since you're applying for both.
It definitely does not hurt to try! In some cases the case officer may overlook the fact that you fit the criteria for long term partners, and when (gently) reminded by your cover letter may reconsider. I recall not long ago we had one poster on the forum here who even brought it up in an email to the case officer at the time of visa grant and the case officer changed the visa on the spot to the permanent - he/she had overlooked the duration of the relationship.
