Australian Citizenship Time period (not able to spend)?

If someone is not able to spend time in Australia for Australian Citizenship what he/she has to do?

My hubby is an Australian citizen n two kids r citizen by decent and i got PR in 2004 so i am permanent resident and my PR is going to expire in 2013.

according to Australian Immigration Rules i need to spend two years in Australia for my Australian Passport. but problem is this my hubby is doing job over seas so i cant leave my family so i am not able to spend my two years in Australia.

I looked at the citizenship website and it looks like you can apply gor citizenship based on ministerial discretions #5 & 6. The form to use is 1300t. You should read the info in www.citizenship.gov.au
