If a visa gets refused because of lack of information, then yes, it can be refused and you can forfeit your application fee, and nothing you could do about that.

It would seem that the CO may be after more or different depth information to what you provided in your application, perhaps a difference in interpretation.

I would look very closely at what the CO has requested, breaking it down to a point by point list if possible and do the same with what you have provided already to analyse the comparison.

You could then use such a list and reference to what you provided in emailing for further clarification and do it ASAP as it'll be important to having success.

I'm not sure what group certificate is so this is something you need to email immi and ask. I can take a guess? It might be a certificate stating that you are qualified work as a pharmacist. For example, I'm an engineer so I have to provide documents stating that I'm a member of my provincial regulating body of engineers, can legally provide engineering services, and call myself a "Professional Engineer".

It might be something like that for your case but I'm not sure. Please check with immi.

A Group certificate in Australia is a taxation certificate issued by the organisation that you work for.
It'll detail how much income you've earnt in any one tax/financial year and ammount of taxation that was deducted from your income by the organisation to be paid on your behalf to the taxation department.

An organisation will have that type of information included in their own records and all employees info collated for the organisations taxation return.

An individual here in Australia includes a copy of the group certificate when submitting their annual taxation return.

It is the way that the government taxation department can have auditing done for computers cross check all this information and then if there are anomalies, someone will get a please explain notice.

They may be called something else in your current employment location or it could be done in a different way but provide a copy of documentation that does represent a record of your salary and taxes.
