457 to 186 visa

I've got a question about applying for 186 visa through Temporary Residence Stream. I have holding 457 visa for 2 years, and want to transfer 457 to another employer recently. Can I apply for 186 visa through TR Transition Stream sponsored by the new employer, or I have to working another 2 years for the new employer to meet the requirement?
