difference in permanent applications and provisional applications


i am having some confusion in the following PDF there is a section

What is the difference in permanent applications and provisional applications?

Have a look at the GSM area and you'll find reference under Visa Options to
PR, Provisional, usually associated with regional areas requiring residence/employment in area for a period and a lower points requirement and then there's also temporary visas like 457 that can lead to PR applications which could also be described as provisional because there'll still be conditions to be met.
