Angry Visa + CO issues

So we lodged our visa in March and got our CO on April 6th
I am an australian citizen and my boyfriend of 2 years is French.
We are applying for a de-facto visa as we have lived together for longer then a year and I REALLY want to go back to aus to begin a proper life and be around my fmaily and friends.

Since lodging and receiving our case officer my partner has had a phone interview and we had to send a certified copy of a military service certificate.

here is my problem.

On the pdf file 1127 on page 25 it states that document can be certified by the following people:
full time teacher
police officer

Therefore we sent the certificate certfied by a full time teacher.
Having not heard from our CO for 2 weeks we just got an email saying we haven't certified it properly as a teacher is not a notable public figure and we have to send it again.
(I think this is ridiculous as I was half expecting to receive the grant this week!)
I think this is a big contradiction (as is a lot of the visa "rules") and the pdf files states a full time teacher can be the witness and certify documents and now our co is telling us it isn't good enough.

Needing to rant and sick and tired of waiting, being judged and having to prove our 2 year relationship and love.

I've not read that actual reference to certifying documents myself Belle but some of immi regs do say one thing for when applying from within Oz and there'll be slightly different requirements for when abroad.

But if you've got it right, maybe an email worded in a 'help" manner may resolve it, ie. how about saying something like '
" Based on immi instructions per PDF 1127/P25 we used a teacher, they being on the list" and "Just so we get it right this time, are there other professions quoted on that list which are not acceptable to immi"
Appreciate your help etc.

You'll want to be completely sure for resubmitting anyway and so not too much time should be lost, and upside could be CO realising that what you've done is OK, if you've interpreted regs right.

I know it can be annoying when you get stuffed about but March to now is very little time compared to the processing for people having to do skilled stream visa applications.

I can totally relate to how you feel with the delay. My CO went on maturnity leave so now I'm back into the CO pool waiting to be assigned a new CO! >_< I hope they assign me a new person before my medical forms and penal certificates expire.
