Question Police Certificate of Clearance (COC)

Hi,

To get Police Certificate of Clearance (COC), do we need to wait for case officer to contact me.

While applying for Police COC, "Scanned documentary proof indicating that a COC is required and for what purpose" is required. From where I Can get this document.
