Registering defacto in Victoria while on WHV?

My boyfriend and I are wanting to register as a defacto couple at births, deaths and marriages in January once he's been in vic for a year.... However, I've heard through the grapevine that people on working holiday visas in victoria are rarely granted de facto status (but that other states differ).

I can't find hard facts stating whether we both need to be permanent residents or not, has anyone been successful in doing this? Also, does anyone know if he needs to be in the country when it is granted? (His visa expires feb 4 so it would be cutting it super close)
