Visa cancellation and visa application refusal difference

Hi,

My spouce applied for tourist visa before we got married in the month of Feb and her application for tourist visa got rejected saying her salary was less and she does not meet a genuine tourist conditions.

we are applying for 309 offshore partner visa. In the form 47SP, there is a question "Has the applicant or any person included in this application ever had a visa cancelled?". As her tourist visa application was refused in the past. Should we select Yes or NO?

I am confused with the term visa cancelled and visa application refused.

For a visa to be cancelled, it must have been granted first. So your wife's visa was refused, not cancelled.

Thank you so much. I will select "No".

Soon, we are planning to re-apply for her tourist visa.

There is below question on form 1419.

Have you ever had an application for entry to or further
stay in Australia refused, or had a visa for
Australia cancelled?

Should I select NO to this question or should I select Yes as her previous visa application got refused.
