Have you thought about filing a complaint?
I know it won't do much but you never know

Did you apply onshore ? If yes, what was your original visa before the partner .
Have you had a single contact ?

Just remember that is 75% in 15 months and 90% in 20 months, so there is still 10% that will take over 20 months.

I had lodged a complaint on immigration website a few weeks ago on behalf of my husband as we are almost at 12 months waiting now. Received a response back today and it was just a straight copy and paste and it appeared that they didn't even look into it.

There was alot of "there are our new processing times", they didn't take into account that it was 6 to 8 months when we applied. They also said that they will not answer any emails on the process unless it is over the service standard. So I guess that means unless you have been waiting over 20 months they will not reply to your email.
