can the sponsor who guarantees to take care of the visa applicant be forced to do so,if not why in the world is it there,and i dont think they can you no,now this is just my thoughts here.i dont want to tred on any toes here ok lol

Its a good question, but you're not really agreeing to "take care" of the applicant...although when I tried to find somewhere to back my comment up, I found the following definition of the "sponsor" on the immi website:

Sponsor

The sponsor is generally the Australian relative who undertakes sponsorship obligations. For permanent visa applicants, the sponsor generally undertakes to provide support to the applicant and any accompanying family members during their first two years of residence in Australia, including accommodation and financial assistance to meet living costs, as required.
Maybe becuase the visa is granted with the 2 year temporary residency which doesn't allow the applicant to be eligible for government benefits, although the applicant is allowed to work so on the theory that they are earning their own money they don't really need "financial" support - however if they lose their job or meet some financial crisis becuase they are ineligible for benefits, you are the only one who they will have to help them.

Partner visa's will insist that you live together, generally, so that covers the accomodation support. If you stop living together during the 2 year temporary period you will be putting the permanent residency at jeapordy for the applicant. Therefore, you agree as the sponsor to live and be responsible for providing accomodation for your partner - even though they will be working and contributing.

Thats my view on it - perhaps somebody else has a different view?

The sponsorship undertaking is a legal agreement that you have made with the government of Australia and it can definitely be enforced. In Canada this means that if someone under sponsorship seeks any kind of social assistance the sponsor is required to pay back any amount of money paid by the government. I imagine it is similar here in Australia but I'm not certain.

But why would anyone sponsor their family to migrate and then refuse to support them? Even if the government didn't have any legal right to refuse social support or demand repayment from the sponsor, it's a bizarre thing to deny your own family.

This is how it used to be. Anytime you sign an "Assurance of Support" - that's the undertaking. It is a legal agreement with the government to supply aid to your sponsoree if they need it. They still enforce this in the states... it's like co-signing a loan. If the other person defaults, the buck stops with you.

However, Australia removed the assurance of support requirement for partner visas some time ago.
